There will be a planning meeting of the rating committee at the PHRF-NB office on 11 February. This meeting will be to address any changed in the rating forms, appeal forms, or rating procedures that will be used this year. If anyone has suggestions that were not presented at the annual meeting, please forward them to Pat Beausoleil at patb@110.net.
Just a reminder - the PHRF Narragansett Bay Annual Meeting will be held tomorrow night, 23 January, at the Newport Yacht Club at 7:00 pm. We hope to have a good turn-out, so bring your questions.

One topic of discussion from last nights meeting had to do with the information the committee needs from those people who have sails that incur an IMS penalty due to being oversize (from the IMS perspective). What the committee would like to see is the number of square feet of sail area IN EXCESS of IMS limits. This should be easy to get from your sailmaker, since the IMS limits are part of many sail design programs. So if you get a sail that exceeds IMS limits PLEASE get this square-footage information and submit it with your forms.
Again, we are monitoring this due to the number of boats going with split (or no) backstays and large roach mains. We discussed this at length at the annual meeting in January. However, we did not explicitly say what information we wanted from people with IMS non-compliant sails. Hopefully, this will clarify what we are looking for.

The minutes of the 25 March meeting of the PHRF-NB rating committee is now available in the Minutes section. The next meeting of the rating committee is scheduled for 15 April. Please make sure any items to be brought before the committee is submitted to the office at least a week before the meeting.
The next meeting of the rating committee of PHRF-NB will be held on 25 March at the NBYA/PHRF office. Aside from from various procedural matters, the ratings we will be looking at are listed in the Actions list.
The rating form and instructions for the 2002 sailing season are now available, as is the new appeal form. You can find these in the "Forms & Letters" section. Again, if you had a rating with us last year, we will be sending you a form with last year's information on it. Please make sure this information is correct. If you did not have a rating with us last year, please download the form and fill it in, then mail it to our office along with the appropriate fees.
The committee had an organizational meeting on 12 February, where the appeals form and the rating form for the year were finalized. We also finalized the welcome letter to be enclosed with the 2002 forms. A copy of this letter is also available on this site.

On 12 February the committee will meet to consider the final draft of the appeal form, the content of the letter we send out yearly to race committees (and this year we will also be sending this letter to the membership), and to go over the final draft of the forms for this year.
The PHRF-NB annual meeting was held on 24 January. There was a relatively small turn-out, but lots of information was passed among the attendees. First, the slate of officers for PHRF-NB was presented by the secretary:

Also on the agenda were the use of an appeal form this year. This is new to PHRF-NB (although other organizations around the country have some experience with them). PHRF-NB will require a person appealing either their rating or someone else's to use the appeal form that we will provide. A draft copy was circulated for comment, with the intent of having a final within a month.
The main issues from the floor included rating sport(y) boats, mixing sport(y) boats with displacement boats, crew weight limitations, and the cruising headsail vs. roller furling credit.
On the first 2 issues, PHRF-NB re-affirmed that it should rate, as fairly as possible, the sport boats. However, PHRF-NB also recommends each year to race committees that they:
PHRF-NB also provides recommendations to race committees if they wish to impose crew weight limitations for their regattas. PHRF-NB does not wish to inhibit participation by making a blanket crew weight limitation - the types of sailing in the Bay are so diverse that this could limit participation. However, if a race committee wants to impose weight restrictions, it can via the NOR/SI route.
The committee promised to look at the wording of the cruising headsail credit
instructions to make sure that there is no possible requirement that someone be
required to sail in an unseaman-like fashion to qualify for the credit.
PHRF-NB has decided to make a number of changes in the way it communicates with its customers. Over the past year, the PHRF-NB web site has not been well maintained, and in fact has been of little use to the membership. This year, we plan to change that. You will notice that there is a significant increase in the amount of basic information on the site - the By Laws, Standard Adjustment guidelines, etc. These were on the site previously, but were not included last year. We hope this information is of use to you.
The main change, however, is that we intend to publish the list of ratings and appeals we plan to cover at each meeting. This will be as accurate as we can make it, but we will not ignore a rating or appeal at a meeting because it has not been published here. Also, the results for each of these items will be published shortly after the meetings. We used to do that a few years ago, and we feel it's important to start doing so again. In the button bar at the top of this page, there is a button named "Actions". This will open a PDF file that has a running list of committee actions, and the planned rating reviews for the next meeting.
The annual meeting it 24 January at the East Greenwich Yacht Club. We plan to discuss a number of issues, including whether we should publish a standard appeal form. Please attend if at all possible.
