The following dates have been setup for future PHRF rating meetings.  If you have an application that needs the rating committee to evaluate, a boat model that hasn't been rated yet in PHRF-NB or special modifications have been made, then you must have your application in at least 2 weeks prior to one of these meetings for it to be evaluated and rated at the meeting.

21 Mar -
 The rescheduled Annual meeting was held at East Greenwich YC tonight.  Last year's annual meeting minutes were approved as is.  The financial report was given; 138 new applications and 464 renewal applications were received in 2004 for a total of 602 applications that were processed in 2004.  A new office computer (shared with NBYA) and scanner were purchased in 2004.  A Bylaw change was proposed and approved to add a 30 day time limit to appeals after receiving the first one.
A discussion was held on Code 0 sails.  It was explained that if the midgirth is less than 75% of the foot of the sail, it would be considered a jib.  If the sail midgirth is greater than 75% of the foot, then it will be considered a spinnaker.
A discussion was held on the use of multiple certificates and the cruising head sail credit (6 seconds).  This credit was created to promote racing to get the cruiser out on the course.  The head sail should be the primary sail that is always up on the fore stay and not taken down except due to excessive winds to put up a sail no bigger than 110% of LP.
Barry Carroll was a guest speaker and he gave us the ins and outs of an alternate rating system IRC that is being used by more major regattas; e.g. Block Island Race Week, Newport to Bermuda, etc.  They have certified many people as measurers for IRC nation wide.  Here in Narragansett Bay, the Jamestown Boat Yard and the New England Boat Yard are locations where one can go to get their boat measured if desired. 10 Mar - A new date has been set for the Annual meeting; 21 March at the East Greenwich Yacht Club at 7pm.

21 Feb - The annual meeting was canceled due to the snow storm and will be rescheduled towards the end of March.  Will put date in the 2005 PHRF-NB certificate mail out which should be going out at the end of this week.
