4 December - The Annual meeting has been scheduled for Wednesday 30 January 7pm at the Newport Yacht Club.  Stay tuned for the agenda.

2 March - The new 2007 Certificate form, instructions and cover letter are now posted in the Forms section.  Renewals will be going out probably late next week.  Please note the following:
1. If you had the Cruising Headsail Credit in the past 2 years, that field was cleared out so it will not be checked on the renewal form you receive.  Last year we tightened up on the requirements for that 6 second credit more along the reason why that credit was invoked in the beginning and that is to promote the cruiser who typically doesn't change the headsail to participate in the beer can series races.  Last year we restricted the type of sails that can qualify for that credit to just woven polyester sails only (and all headsails that can be used).  If you meat all the requirements (see the instructions) including this new restriction then you can claim the Cruising Headsail Credit (6 seconds) other wise only select the Roller Furling Credit (3 seconds).
2. The 6 second penalty for carrying both symmetrical and asymmetrical spinnakers on a racing boat has been eliminated.
3. The spinnaker section of the 2007 form was modified.  We need the dimensions of the largest spinnakers, sym and asym; SMG, Foot, Luff and Leach.  We also require these same dimensions of any Code0 that may be used.  Code0 is treated as a spinnaker if the SMG is 75% or greater of the Foot dimension, otherwise it will be treated as a, probably, large genoa.
4. Note that for 2008 the following changes will be made:
a. The base genoa size will change from 150 to 155.
b. The maximum credit for a smaller genoa for spinnaker racing will be 6 seconds and that will be for a 135% or smaller genoa. The maximum of 12 second credit will still apply for non spinnaker racing.
Both changes bring us in closer to neighboring PHRF orgnaizations.

9 February - We are working on the form for this year and expect to have it completed by the end of February and send out the renewals by early March.  Please do not send in a 2006 PHRF-NB form for this year.

24 January -Annual meeting was held at the Newport Yacht Club at 7pm.  There were about 12 members plus 6 of the board members.  The proposed slate as mentioned below was voted in.  The treasures report showed that we had about 100 less certificates as income vice 2005 which resulted in about a deficit of $1000 over the year.  An analysis of what boats did not renew may be of help.  John Brady talked about the Leukemia Cup which will be held 17/18 August this year.  Discussion was held with respect to the below items.  This input will be addressed at the next rating committee meeting 12 Feb at Hall Spars.

The following are discussion items for the Annual Meeting:
- Move to 155% genoa as base vice 150% (same rating 150% to 155%)
- No credit for smaller genoa when racing spinnaker as in New England PHRF
- And/or limit the smaller genoa to 6 seconds and only down to 135%
- Eliminate the symmetric and asymmetric penalty when both are rated
- Open discussion


PHRF or Narragansett Bay is the performance handicap rating association for Narragansett Bay and Rhode Island Sound. This is the only focus of the organization - PHRF-NB does not sponsor sailing events, but works cooperatively with any number of organizations that do so in the areas covered by PHRF-NB. 

PHRF-NB rates, on average, over 600 boats per year. These boats range from Thistles to Open 60's. PHRF-NB has also been at the forefront of some PHRF innovations, including, over the past several years, creating guides for race committees for handling sport boats, time-on-time scoring calcuations, and non-spinnaker adjustments.

This site contains a wide range of information about PHRF-NB, and all the information a competitor will need to get their vessel rated, inform the rating committee of vessel modifications, or appeal their rating (or challenge someone else's). Also available are the current rating list (after 1 April - before 1 April see the previous year's list), some white papers describing some aspects of the rating process that seem to need clarification, and the meeting minutes/rating actions that are taken at particular committee meetings. All these things are available through the button menu above.
