- Call to Order: 6:05

- Approval Meeting Minutes: members present approved the minutes of the May 5, 2025 meeting
- Appeal: 2025 Certificate 18364 –Herreshoff R- Class. Gamecock, Randy Shore appellant. Randy provided excellent, extensive documentation of the current boat and its performance along with the reasoning for the appeal of the rating. One major factor in the existing rating is a penalty for an oversized spinnaker. The request is looking to minimize that penalty for racing under PHRF and for the 100 year of racing for this classic. Previous racing was almost exclusivity in classic boat races this is the year that the boat will be showcased in various regional PHRF events. Randy excused himself from the meeting while the determination of the appeal was reviewed by the members present. It was agree by the members present to have Randy submit a short summary of the actual request that will be sent out to the members for a vote.
- Base Ratings Review (Continued):
- 2025 Certificate 18619 – J-121, Alchemy, David Southwell owner- The committee has not received documentation to support the changes made to the kel and the mast. It was determined that the changes we done in 2023 and not reported on his 2024 PHRF-NB certificate. After a long discussion and call to the owner it was agreed to apply a -6 second adjustment to the rating of this boat and the owner will be informed that when the requested documentation is received another review will take place.
- 2025 Certificate 18730 – J/40 manufactured 2025, TBD, Jeffrey Johnstone owner. Owner has agreed to provide his ORC certificate once it is received. This will assist in converting to a PHRF-NB certificate. At this time the certificate has not been provided and the members present agreed to wait until a new ORC certificate is received to assign a base rating for this new boat.
- 2025 Certificate 18734 – Empacher 70, Magic, Colin Chase owner. Discrepancy in displacement and other measurements to this boats ORC certificate has been corrected. After a thorough discussion by the members present reviewing pictures of the boat when hauled out showing the 8 foot keel it was agreed to a base rating of 36 with all standard adjustments.
- 2025 Cert: 18738 – Wally Nano Mkll, Nostromino, Peter Gruber owner. Discrepancy in displacement and other measurements to this boats ORC certificate were verified and corrected for the committee’s review. This boat compares favorably to a Cape 31. After a thorough discussion the members present agreed on a base of 36 with any standard adjustments to be applied to the certificate.
- New Base Ratings Needed:
- 2025 Certificate 18893 – Pogo 44, Humble Pi US314, Brian Gray owner, expedited rating applied for – boat racing this coming weekend. ORC conversion suggests base of -5, regression formula suggests -23. The boat is probably slower than a Class 40 which rates under PHRF-NB -15 or -9. The Pogo 36 rate -15 while the Pogo 12.5 rates 6. After a thorough discussion the members present agreed to assign a base rating of 6.
