- Call to Order: 1837

- Approval of June 30. 2025 meeting minutes: The members present approved the minutes of the June 30 meeting.
- Appeal: None
- Base Ratings Review (Continued):
- 2025 Certificate 18919, S&S 53, Weatherly, Clifton Leonardt owner. Sail measurements have not been received, a base rating would not be issued until the requested measurements are received. The information requested has still not been received. This certificate application will be carried in the queue until the measurements are received.
- 2025 Certificate 18695, Frers 41, Sarabande, Mitchell Menard. The owner questioned the difference for his base rating compared to comparable boats. The members noted the P measurement for Sarabande did not seem correct. Kathy to obtain sail measurements and a verified P measurement. The measurements provided do not calculate based on the modifications listed on the application. Will Museler, Rating Chairman will contact the owner directly to clarify our concern.
- New Base Ratings Needed:
- 2025 Certificate 19119, Morris 46, Navicular, Douglas Wisch owner. This is an aft cockpit model. The boat has an ECSA base rating of 112. This boat compares closely to a Bristol 45.5 with a base of 113. After a thorough discussion by the members present it was agreed to issue a provisional rating of 108.
- 2025 Certificate 19123, Empacher 60 CTM, Portia, Stephen Murray owner. This is basically a custom boat built in 1997 with a centerboard. It has an ORR certificate and was previously named Oasis. This boat compares to a Little Harbor 56.6 and a Swan 57. After a thorough discussion by the members present a provisional base rating of 51 was agreed on.
- 2025 Certificate 19104 J-124, Brigadoon, Robert Morton and Richard Jaffe owners. This boat compares to a J122 and could be described as a big J105. NE-PHRF has a base of 36 for this model. This boat was built in 2006. Based on the known performance of J Boats the members present agreed to a provisional base rating of 39.
- Old Business:
- Appeal: 2025 Certificate 18275, Tartan 101, Tomfoolery, Chris Boutilier owner. This is the second season that this boat will be raced in Narragansett Bay. The owner filed all the necessary documentation for an appeal and proved race results from 2024 to support his request. He explained that the boat came with sails better suited to light air and has purchased new sails for this season better suited for Narragansett Bay winds. He competes closely against a C&C 110 which carries a base of 84 in 2025 compared to his base of 81.The C&C sails at 94/117 while Tomfoolery sails at 85/103. The members thanked Mr. Boutilier for his documentation and answers to committee members’ questions. After Chris dropped off Zoom the members discussed his presentation and the comparison to a C&C 110 and the fact that in 2 races so far this season his performance has improved. After a thorough discussion the members present agreed to a provisional base rating of 87.
There was a discrepancy in assigning the base rating in the system and that has now been corrected to the agreed on base of 87. - New Business:
