September 23, 2019 PHRF-NB Minutes

Meeting at Quantum Sail Loft, Middletown, RI

Called to order at 6:365pm

Attendees: Will Museler, Rating chairman; Roy Guay, treasurer; Bob Horton, Secretary; Ken Madeiro, board member; Moose McClintock, board member; Paul Cronin, board member; Randy Shore, Board member; Paul Grimes, board member

·        Motion to approve the minutes from the previous meeting of August 26, 2019 which had been distributed via email were seconded and approved.

·        Correction to the July 22, 2019 minutes. Ken Madeiro’s name misspelled in the list of attendees.

Rating Appeal

Certificate 14404 – Cameron Lewis, Elliot 6.5, current base rating 132. Mr. Lewis stated that this rating has been assigned for the past few years and he feels that is not correct in that it is rating the boat faster than it can perform. He races with Wickford against aJ70, J80 and J100 and finds that he is not competitive with the current rating. The keel on the boat was damaged at one point and the boat was repaired by pulling the keel and replacing and fairing. Current sail inventory is old, main 9 years, spinnaker 3 tears, boat carries a large A sail, jib is ok. Boats races with a crew of 3 experienced sailors. Mr. Lewis stated that he normally wins the starts but is slightly slower upwind and can stay in touch with the fleet over the course of the races that run 4 or 5 miles. He stated that the boat compares to an Ultimate 20. It has no backstay. He stated that when he originally applied for a rating he spoke with Pat Beausoleil there was little information available on this particular model and that the original 132 rating was agreed on.

Mr. Lewis was thanked for his presentation and was informed that a decision should be rendered within a week.

Randy Shore will speak to competitors of Mr. Lewis to confirm performance.


Will Museler provided more detailed documentation on the possible adjustments for symmetrical and asymmetrical spinnakers for review and discussion.

It was noted that light displacement boats that reach well and use oversized chutes could get a possible bump up in their ratings.

Existing standard A-sails and Symmetrical spinnaker ratings would not be affected but outliers and custom boats could see a possible adjustment to their current ratings.

New boats applying for a PHRF-NB certificate that have an existing certificate from another area should/must provide the size of their spinnakers for calculations.

Question surfaced if this was pointing the committee to look at and review mainsail size.


Updates for review of changes for the 2020 PHRF-NB Regulations have been distributed for comment.

2019 Provisional ratings and appealed ratings should be reviewed at the November meeting. Kathy will be requested to compile this information.

Location for October meeting was suggested to be the Quantum sail Loft in East Greenwich or the East Greenwich Yacht Club. The date for the meeting is October 28, 2019 6:30pm
