March 25, 2019 PHRF-NB Minutes

Meeting at Newport Yacht Club. Newport, RI

Called to order at 6:30pm

Attendees: Mark Nannini, Commodore; Will Museler, Rating chairman; Roy Guay, Treasurer; Bob Horton, Secretary; Kathy Rotsky, PHRF-NB administrator; Paul Grimes, board member; Moose McClintock, board member; Vin McAteer, board member; Randy Shore, board member;

  • Motion to approve the minutes from the previous meeting of February 25, 2019 were seconded and approved.

Rating Appeals:

Dufour 36P rating appeal

Certificate       – Serenity, Dufour 36P, Curt Spaulding owner/appellant. Curt Spauling waved the right to be present at the appeal hearing, this was accepted by the members present. Serenity sails in the Wednesday Night series at Rhode Island Yacht Club. Basically, his contention is that the Dufour 36P which carried a Cheasapeak Bay base rating of 84 for 5 years is rated at a base of 72 in PHRF-NB. His main competition and comparison boat is a J109 racing against him. Curt provided various race results to demonstrate the competitive difference. A long discussion took place regarding the design of the boat and that by design the Dufour 36P is going to be slow upwind in light air due to the wetted surface associated with the design of her stern. As the wind picks up the difference in performance to the J109 is reduced.  Concern was stated that with only 1 year of experience for the skipper and crew on this boat performance could be projected to improve after more time on the water and racing. After reviewing the design and comparing the critical measurements to the similarly rated boats the committee members present agreed to a 2019 provisional base rating of 78 and would require that race results from 2019 be provided to the PHRF-NB committee for evaluation of this change.

OLD BUSINESS:

New Certificate Requests:

Certificate 13596 – La Deforce, Beneteau Figaro 3 model, manufactured in 2018, Laurent Givry owner, newest of the Figaro models. This is a boat designed for off wind  It is equipped with foils, a better performing ballast-free hull, a more slender and deeper keel, a setback mast and a more extensive and larger sail plan than previous models. Sail area is 594 upwind and 1,491 off wind. SA/dis of model 2 is 31 SA/dis of model 3 is 26.  Committee members present agreed to a hold off on a rating until next month while clarification of some data is asked for.

Certificate 13588 – Yeah Baby, Catalina 380 WK TM model, manufactured in 2000, Craig Smith owner – this boat carries a taller mast than the 380 WK which has a base rating of 126. After reviewing the design and comparing the critical measurements to the standard boats the committee members present agreed to a provisional base rating of 120 and the standard 380 WK should be adjusted to 129.

Certificate 13667 – Starling, Columbia Sabre model, manufactured in 1965, Evan Ide owner, this is a standard design based on the hull of the Int. 5.5meter class. NE has similar boats rated 201 and YRALIS has the boat at 180. After review and discussion committee members present agreed to a provisional base rating of 201.

Certificate 13695 – II Tender, Finot-cong architectes, (Pogo) model, manufactured in 2018, Robert Hamilton Kelly owner – This is a Class 40 with small adjustments to the Class 40 rules, the boat is sailing with a 107% headsail. After reviewing the design and comparing the critical measurements to like boats the committee members present agreed to a provisional base rating of 6.

Certificate 13712 – Tiger, Nautor, Swan 46 MKII model, manufactured in 1991, Thomas Armstrong Grieb owner. This is the same as a Swan 46 which carries a national average of 59. Committee members present agreed to a hold off on a rating until next month while clarification of some data regarding draft is received.

Certificate 13689 – Nibbet, Herreshoff, Watch Hill 15 model, manufactured in 1950, Steve Kloeblen owner. There are various manufactures/models of the same basic design. Compared to an S Boat which rates 203 this boat should rate slower. After review and discussion committee members present agreed to a provisional base rating of 240.

Certificate 13697 – Gryphon, Morris Yachts, Morris Justine model, manufactured in 1993, Walter Rush owner. This boat conforms to standard measurements except for the reported shoal draft. After review and discussion committee members present agreed to a provisional base rating of 159 and that all applicable adjustments be applied

Certificate 13663 – Ella Lee, Hinckley, Hinckley Bermuda 40-3 model, manufactured in 1985, Edward Stroh owner. This is a sloop and conforms to standard measurements except for the reported draft. When draft is confirmed as standard committee members present agreed to a provisional base rating of 153. If draft is as reported standard adjustments will be applied.
